NAS Report
In 2004, the National Academy of Science published a 171-page study, entitled A Patent System for the 21st Century, that was prepared under the auspices of the National Research Council (NRC) of the National Academy.
The study and recommendations written by the NRC staff, synthesized the views of more than 160 experts, including government officials, judges, law professors, economists, practicing patent attorneys, corporate executives, university technology transfer officers, independent inventors and academic researchers.
The study noted that "the intellectual property system is working well and does not require fundamental changes," but the "patent system...merits periodic examination to help ensure the vitality of the national innovation system.
The Coalition for 21st Century Patent Reform believes the NAS's comprehensive study provides an excellent starting point for the specifics of patent reform legislation.

U.S. Patent and Trademark Office (USPTO)
The USPTO is a federal agency in the Department of Commerce responsible for the examination and issuance of patents and the examination and registration of trademarks.

House Subcommittee on Courts, the Internet, and Intellectual Property
The House Committee on the Judiciary's Subcommittee on Courts, the Internet, and Intellectual Property has jurisdiction over patent, copyright and trademark law, information technology among other legislative matters. Rep. Howard Berman (D-CA, 28th) chairs the Subcommittee and Rep. Howard Coble (R-NC, 6th) serves as the ranking member.

Senate Committee on the Judiciary
The Senate Committee on the Judiciary has jurisdiction over patent law among other legislative matters. Sen. Patrick Leahy (D-VT) chairs the Committee and Sen. Arlen Specter serves as ranking member.
